Historical text from the accompanying booklet reads as: La Revolución Mexicana convertida en Gobierno ha prestado especial atención a todos los problemas sociales. En 1921 se restableció la Secretaria de Educación Pública, a cuyo cargo estuvo la educación de las masas rurales. Posteriormente, en forma ininterrumpida, se han venido construyendo caminos nacionales y vecinales y grandes sistemas de riego que son orgullo legítimo del pueblo y de los Gobiernos revolucionarios. Translation: The Mexican Revolution’s newly formed government paid special attention to social problems. In 1921, the Ministry of Education was reinstated which was charged with educating the rural population. Subsequently, and without interruption national highways and byroads, and vast irrigation systems were built, and are the genuine pride of the people and the revolutionary government.
